Central Treaty Organization (1 folder, Box 2)
The Baghdad Pact was a defensive organization for promoting shared political, military and economic goals founded in 1955 by Turkey, Iraq, Great Britain, Pakistan and Iran. Similar to the North Atlantic Treaty Organization and the Southeast Asia Treaty Organization, the main purpose of the Baghdad Pact was to prevent communist incursions and foster peace in the Middle East. It was renamed the Central Treaty Organization, or CENTO, in 1959 after Iraq pulled out of the Pact.
CENTO never actually provided its members with a means for guaranteeing collective defense. After the withdrawal of Iraq from the Baghdad Pact, CENTO moved its headquarters to Ankara, Turkey, and the United States continued to support the organization as an associate, but not as a member. In 1979, the Iranian revolution led to the overthrow of the shah and Iran’s withdrawal from CENTO. Pakistan also withdrew that year after determining the organization no longer had a role to play in bolstering its security. CENTO formally disbanded in 1979.

The remainder of the material within this subject category relates to the ICJ case brought by the government of Nicaragua against the United States for mining the harbors of Nicaragua. The decision went against the United States. Subsequently, the U.S. withdrew from its declaration of August 26, 1946 to abide by optional compulsory jurisdiction of the world court. Material related to this issue includes Congressional resolutions against the withdrawal from jurisdiction; draft affidavits for the ICJ on U.S. policy in Central America; a U.S. Counter Memorial on the jurisdiction of the case and admissibility of some evidence; a copy of the formal termination of the 1946 declaration and a State Department public affairs release refuting Nicaragua’s charges.

United Nations Educational, Scientific and Cultural Organization (UNESCO) (0.4 l.ft.; Box 33-34)
This secondary subject category contains material relating to the United States role in the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the decision made in late 1983 to withdraw U.S. funding and U.S. participation in this organization.
From the mid-1970s UNESCO general meetings and resolutions became increasingly politicized, frequently pitting the United States and its allies against the Soviet bloc and lesser developed nations. The situation reached a crisis point when UNESCO passed a resolution in 1980 adopting a “New World Information Order” which was perceived by many, including professional journalists, as an infringement on freedom of the press. The Reagan Administration stated that it would no longer tolerate politicization of issues, wasteful spending and bureaucratic bloat in this organization. Not enough reform was perceived in the following three years and the United States withdraw at the end of 1984. Following the U.S. withdrawal, the United Kingdom and Singapore withdrew in 1985.
The United States insisted they would return as a full member of UNESCO after enough reforms were enacted and the policy became less politicized. A reform observation group was formed to monitor UNESCO actions and the International Political Committee of the U.S. State Department provided quarterly reports.
The United States returned to UNESCO as a full member in 2003.
This category also contains material on the appointment of Jean Broward Gerrard, the United States Representative to UNESCO; appointment of other United States delegation members; strategies for implementing the withdrawal of the United States from UNESCO; positive and negative reactions to the U.S. pull-out from UNESCO; recommendations and the formation of the UNESCO reform observation committee; and some quarterly reports from the International Political Committee.
