The President today announced his intention to appoint Christian A. Herter, Jr., to be Deputy United States Commissioner on the International Whaling Commission. He will succeed Thomas Garrett.

Since 1978 Mr. Herter has been a teacher at the Johns Hopkins University School of Advanced International Studies in Washington, D.C. He is an attorney by profession and was a partner in the Boston law firm of Bingham, Dana and Gould. He is a former Deputy Assistant Secretary of State for Environmental and Population Affairs and former Chairman of the U.S. Section of the International Joint Commission -- U.S. and Canada.

Mr. Herter graduated from Harvard College (B.A., 1940) and Harvard Law School (LL.B., 1948). He is married and has three children. He was born January 29, 1919, in Brooklyn, N.Y.
